What Does Unlimited Data Mean in Germany?
In Germany, “unlimited data” can mean either a plan with no fixed domestic data cap or a plan that lets you repeatedly add more high-speed data at no additional cost. The two most important differences are how you access the unlimited data and the maximum speed included with the plan.
True Unlimited vs. Unlimited on Demand
With a true unlimited plan, there is no fixed domestic data allowance to manage. You can continue using mobile data throughout the month without manually adding more gigabytes.
Unlimited on-demand plans work differently. They usually include a fixed amount of high-speed data first. Once you reach that allowance, you can activate additional data for free, typically through the provider’s app or by text message. This can be repeated throughout the month without additional data charges.
For example, some current unlimited-on-demand plans let you add another 1 GB at no cost each time. If you do not activate additional data, your connection may be slowed down until you add more. This makes unlimited on-demand considerably cheaper in some cases, but less convenient for very heavy users. If you regularly use your SIM for home internet, stream for hours every day, or download large files, repeatedly activating additional data can become annoying or temporarily cut off your connection.

Unlimited Data Does Not Mean Unlimited Speed
Unlimited refers to the amount of data, not necessarily the connection speed. Two unlimited 5G plans can have very different speed caps, so check the actual maximum Mbps rather than the 5G label alone. Below, we explain how much speed you need for streaming, home office, gaming, and home internet.
Is Unlimited Data Really Unlimited?
For true unlimited plans, there is generally no published domestic GB allowance after which your data runs out. A true unlimited plan should therefore not suddenly become a 300 GB or 500 GB plan. However, with Unlimited-on-demand plans, the total amount of additional data you can activate may be unlimited, but accessing it still requires repeated manual activation.
Beware, unlimited domestic data does not automatically give you unlimited data while roaming abroad. EU roaming allowances are subject to separate fair-use rules, which we explain below.
What Happens if You Use an Extremely Large Amount of Data?
Normal heavy private use is exactly what unlimited plans are designed for. Streaming, video calls, gaming, large downloads, working from home, and using your phone as a hotspot can easily create hundreds of gigabytes of traffic per month.
There is, however, no guarantee that a provider will maintain your contract regardless of how unusual your usage becomes. O2 has addressed exceptionally high usage and contract terminations in its customer community. The provider has stated that no fixed GB or TB threshold automatically makes an unlimited plan “too heavily used,” but cases are reviewed individually. O2 itself mentioned that high but legitimate private data use is not intended to trigger cancellation. We have also found no reliable basis to claim that a specific amount, such as 500 GB or 1 TB, automatically results in cancellation.
Heavy private data use is not automatically abusive simply because the amount of data is high. Nevertheless, providers may still have ordinary termination rights under their contract terms, even where data is marketed as unlimited.
Do You Actually Need Unlimited Data?
Unlimited data is convenient, but it is not automatically the best choice for everyone. If you mainly use mobile data for messaging, browsing, navigation, and occasional streaming, a cheaper plan with a fixed data allowance may be enough.
Unlimited becomes much more useful once your mobile connection starts to replace Wi-Fi — for example, if you work from home or remotely over mobile data, stream video every day, regularly connect your laptop via a hotspot, or use the SIM as your main internet connection.
Unlimited vs. Capped Data Plans
When comparing cheaper SIM plans, a capped plan is usually sufficient if you mainly use mobile data on your smartphone and spend much of your time on Wi-Fi. Large-cap plans can also offer better value for heavy smartphone users who consistently stay below their allowance.
Unlimited becomes more attractive when mobile data starts to replace Wi-Fi — for example, for daily streaming, frequent video calls, laptop hotspot use, large downloads, remote work, or home internet.
How Much Mobile Data Do You Need?
Streaming and video calls can consume much more data than everyday browsing or messaging.
Netflix estimates data usage of up to 3 GB per hour for HD video and up to 7 GB per hour for 4K Ultra HD at its highest quality settings.
That means:
- 1 hour of HD streaming per day: up to about 90 GB/month
- 2 hours of HD streaming per day: up to about 180 GB/month
- 1 hour of 4K streaming per day: up to about 210 GB/month
- 2 hours of 4K streaming per day: up to about 420 GB/month
Remote work can add another significant amount. Based on the official bandwidth requirements published by Microsoft Teams and Zoom, HD video calls can use roughly 1–3 GB of data per hour, depending on video quality, layout, and network conditions.
For someone working around 20 days per month, that could mean approximately:
- 2 hours of video calls per workday: around 40–120 GB/month
- 4 hours of video calls per workday: around 80–240 GB/month
And this is only the video-call traffic. Cloud storage, software updates, file transfers, web browsing, music, and other work-related activity come on top.
For example, someone working from home with about 2 hours of video calls per day and watching 1 hour of HD video each evening could already use roughly 130–210 GB per month before accounting for other internet activity. Add two hours of daily HD streaming instead, and consumption could reach roughly 220–300 GB. These are illustrative examples rather than fixed averages. Video-call software and streaming services in Germany automatically adjust quality and may use considerably less data under different settings.
If you regularly use more than about 200 GB per month, start comparing unlimited plans with large capped plans. If your usage regularly exceeds 300 GB, unlimited is usually the more practical choice. Some of the largest mainstream capped smartphone plans currently offer around 300 GB per month.
Price still matters: an unlimited plan is not always more expensive than a 200 or 300 GB plan. However, cheaper unlimited plans may offer lower maximum speeds, so compare both the monthly cost and the maximum speed before deciding.

Gaming deserves one distinction: playing an online game does not necessarily consume large amounts of data on its own. Large game downloads, patches, console updates, and cloud gaming can consume far more. A single modern game or major update can use tens of gigabytes or more.
The same applies to home office use. Email, messaging, and ordinary web browsing require relatively little data. Long HD video meetings, cloud synchronization, large file transfers, and software updates drive monthly consumption upward.
If you only need mobile internet for your phone, compare the prices of unlimited plans with large-cap plans before deciding. But if your SIM also powers your laptop, TV, gaming devices, or home office, unlimited data can quickly become much more practical than constantly monitoring a monthly allowance.
Can Unlimited Mobile Data Replace Home Internet?
Yes. An unlimited mobile data plan can replace a fixed home internet connection in many situations. Instead of connecting your home through DSL, cable, or fiber, your phone or an LTE/5G router connects to the mobile network and shares that connection with your other devices. This can be particularly useful if you need flexible or temporary home internet rather than a permanent connection.
When Does an Unlimited SIM Make Sense as Home Internet?
Using an unlimited SIM as your main internet connection can be a practical option if you:
- live in a student dorm or residence
- live in a shared apartment (WG) without your own internet connection
- rent a furnished apartment or short-term accommodation
- sublet a room or apartment for only a few months
- recently moved to Germany and have not set up permanent home internet yet
- are waiting for DSL, cable, or fiber to be activated
- move frequently and want to take your internet connection with you
- are rarely at home and only use internet at home occasionally
- cannot get a sufficiently fast fixed-line connection at your address
The main advantage is flexibility. You do not need a technician or a fixed-line installation. Once your SIM is activated, you can connect through your smartphone or a compatible mobile router. A monthly-cancelable or prepaid unlimited plan can be particularly attractive for temporary accommodation because you are not necessarily committing to a home internet contract that may outlast your stay.
Before relying on mobile data as your only home connection, however, check the network’s coverage and expected performance at the exact location where you will use it.
Smartphone Hotspot vs. LTE/5G Router
For occasional use, your smartphone may be all you need. Most modern smartphones can create a personal Wi-Fi hotspot and share their mobile connection with a laptop, tablet, TV, or other device.
A smartphone hotspot works particularly well if you:
- only need the connection temporarily
- connect one or a few devices
- mainly use it for a laptop while working or traveling
- do not want to buy additional hardware
For everyday home internet, a dedicated LTE or 5G router is usually more convenient. A mobile router can remain connected continuously, serve several devices at once, and provide a dedicated home Wi-Fi network without draining your phone’s battery. Larger stationary models may also offer Ethernet ports for computers, TVs, gaming consoles, or other wired devices.
You can also position the router where mobile reception is strongest — for example, near a window — while keeping your phone with you. The mobile network connection itself is still the limiting factor. Buying an expensive 5G router will not create a fast 5G connection if reception or network capacity at your address is poor.
Can You Put a Regular Mobile SIM in a Router?
Yes. In Germany, you generally do not need a special data-only SIM to use mobile internet in an LTE or 5G router.
EU net neutrality rules give users the right to access the internet with a compatible device of their choice. Germany’s Federal Court of Justice has also confirmed that mobile providers cannot restrict an internet plan to certain types of devices solely because a customer wants to use the SIM in a stationary router rather than a smartphone.
This means that a regular mobile SIM can be used in a compatible smartphone, tablet, laptop, mobile hotspot, or LTE/5G router. A provider cannot simply require you to buy a dedicated data-only tariff because you want to use the connection in a router.
Do You Need a Data-Only SIM?
That is particularly relevant because data-only SIMs are no longer necessarily the cheaper option. The German consumer finance publication Finanztip currently notes that regular mobile plans, including calls, are often cheaper than dedicated data tariffs and can also be used with mobile routers. Most conventional data-only plans currently available in Germany also come with fixed data allowances rather than true unlimited data.
For someone looking for unlimited internet in a router, a regular unlimited mobile plan can therefore be both more flexible and better value than searching specifically for an unlimited data-only SIM. There are still two practical requirements:
- The router must support the frequencies and mobile technology used by the network
- You may need to enter the provider’s APN settings if the router does not configure the connection automatically

Physical SIM or eSIM for a Router?
Most mobile routers still make it straightforward to use a physical SIM card: insert the SIM, enter the PIN if required, and configure the provider’s APN if the router does not detect it automatically.
Some newer routers support eSIM, but eSIM support is not yet as universal in routers as it is in smartphones. Two things therefore need to be compatible:
- The mobile plan must offer eSIM.
- The router itself must support eSIM.
If you plan to move your unlimited plan between a phone and a router, a physical SIM may still be the simpler option. Another possibility is a MultiSIM. Some providers let you use an additional SIM or eSIM for the same mobile plan, allowing you to keep one card in your smartphone and another in your router. MultiSIM rules, prices, and data allowances differ by provider, which we cover below.
What Are the Limitations of Using Mobile Data as Home Internet?
For one person, a good unlimited mobile plan can be a realistic replacement for home internet — particularly in a dorm, shared apartment, short-term rental, or other temporary accommodation.
The trade-offs become more important when several people depend on the same connection. Consider four factors:
For that reason, we see unlimited mobile data as an especially strong alternative to home internet for single-person households and temporary living situations.
For couples, shared apartments, or families, it can still work well if local 5G reception and network capacity are strong, the plan offers sufficient speed, and general internet use is less intense. However, if a fast fiber, cable, or DSL connection is available at a reasonable price, fixed-line internet will usually be the more reliable long-term choice for a household with several heavy users.

What About GigaCube, HomeSpot, and Other 5G Home Internet Plans?
There is another option between a regular mobile SIM and traditional fixed-line internet: dedicated LTE/5G home internet.
Products such as Vodafone GigaCube and O2 HomeSpot use the mobile network but are designed specifically as home internet connections and are primarily intended for use with a stationary LTE/5G router. Some offers include unlimited data.
We do not include these products in the unlimited mobile plan comparison above because they are a different type of internet service. They may have different equipment, availability checks, location restrictions, contract conditions, and portability rules than a normal mobile SIM.
If flexibility is the priority — particularly for a dorm, shared apartment, temporary rental, or frequent moves — a regular unlimited mobile SIM that you can use in your phone or your own LTE/5G router may be the more versatile solution.
What Should You Compare When Choosing an Unlimited Plan?
Unlimited plans can differ significantly even when they all advertise unlimited data and 5G. The cheapest plan is not necessarily the best value if it has a low speed cap, poor coverage where you live, or a contract that does not fit your situation. When comparing plans, focus on the following factors.
Compare the Effective Monthly Price
Do not compare unlimited plans based only on the advertised monthly charge.
A plan may include:
- an activation fee
- a discounted price for the first few months
- a higher price after a promotional period
- cashback or other one-time bonuses
- different billing periods, such as monthly or every four weeks
These differences can make a tariff advertised at €19.99 per month more expensive overall than another plan with a slightly higher headline price.
Our comparison therefore uses an effective monthly price over the first 24 months, including recurring charges, promotional pricing, and one-time fees where applicable. Also look at what happens after the initial comparison period. Some plans become more expensive after 24 months, while others keep the same monthly price.
How Much Speed Do You Need?
Unlimited data is only useful if the connection is fast enough for what you want to do. Current unlimited plans in Germany range from relatively low speed caps to several hundred Mbps. For example, O2 currently offers unlimited plans capped at 15, 100, and 300 Mbps. All of them use 5G, but the experience can vary widely.

Above mentioned figures are not minimum technical requirements. A Netflix stream, for example, can work with much less than 50 Mbps. The figures are intended to show how much capacity and flexibility you have when several activities occur simultaneously.
If you only use the plan on your smartphone, paying extra for 300 Mbps may provide little practical benefit. If the SIM will also power your laptop, TV, or several home devices, additional speed becomes much more useful. For online gaming, do not focus on download speed alone. Latency and connection stability are often more important than whether your tariff offers 100 or 300 Mbps.
Check the Mobile Network
A fast tariff is only useful if the underlying network performs well where you actually use it. Germany has four mobile networks: Telekom, Vodafone, Telefónica (O2), and 1&1.
Many low-cost brands do not operate their own network but use one of these networks. There is no single network that is best at every address. Coverage can vary across cities, rural areas, individual neighborhoods, and even within buildings. This is why it is important to compare mobile networks and coverage across Germany.
If you mainly use your SIM on the go, broader network coverage may be particularly important. If you plan to use unlimited data as home internet, check coverage specifically at your home address and, ideally, test the network there before committing to a long-term contract. This is one reason a monthly-cancelable plan can be useful when you are unsure about local network quality.
Prepaid or Postpaid?
The main difference between prepaid and postpaid is not necessarily contract flexibility. Many postpaid mobile plans in Germany now offer monthly cancellation instead of a 24-month minimum term. The more important difference is how you pay and what you may need to qualify for the plan.
Postpaid bills you regularly and may involve a credit check and SEPA payment. Prepaid is paid in advance and generally avoids a credit check. Importantly, both prepaid and postpaid plans can be flexible — many postpaid plans are now monthly cancelable. See our newcomer section below for sign-up requirements.
Do You Need a Long-Term Contract for Unlimited Data?
No. A 24-month contract is only one option. Unlimited plans generally fall into three groups:
- Fixed-term postpaid: often 24 months
- Flexible postpaid: regular contract, but monthly cancelable
- Prepaid: paid in advance without a traditional long-term commitment
For most users, the choice between these options should therefore depend less on flexibility alone and more on price and sign-up requirements.
A monthly-cancelable postpaid plan can be a good choice if you have the required address, payment method, and credit eligibility but do not want to commit for two years. Prepaid becomes particularly interesting if you want to avoid a credit check or do not yet meet the sign-up requirements of a postpaid provider. eSIM: Availability Is Not the Same as Instant Activation
eSIM plans in Germany are widely available. Some providers can issue and activate an eSIM digitally shortly after you complete sign-up and identity verification. This can be particularly useful if you have just arrived in Germany and need mobile internet on the same day.
Other providers technically support eSIM but do not provide it immediately. You may only receive the eSIM QR code by mail or get a physical SIM, which you can then convert to an eSIM through the customer portal. If speed matters, do not look only for “eSIM supported.” Check whether the plan offers instant eSIM activation. How Does MultiSIM Work With Unlimited Data?
A MultiSIM lets you use the same mobile contract on multiple SIMs or eSIMs. This can be useful if you want, for example:
- one SIM in your smartphone and another in a tablet
- an additional eSIM in a smartwatch
- one SIM in your phone and another in an LTE/5G router
- several devices connected without constantly using your phone as a hotspot
However, MultiSIM conditions differ considerably between providers. Depending on the tariff, additional SIMs may be included, available for a monthly fee, or not available at all. Most importantly, an unlimited main plan does not automatically mean that every additional SIM also comes with unrestricted unlimited data.
Before choosing a plan specifically for MultiSIM use, check:
- if and how many additional SIMs are allowed
- whether there is a setup or monthly fee
- whether the additional SIMs share the same phone number or are data-only SIM cards
- whether they receive the same unlimited data allowance or data limits apply

Getting an Unlimited SIM as a Newcomer to Germany
Newcomers can get unlimited mobile data in Germany, but some unlimited plans are easier to sign up for than others.
Many of the major unlimited tariffs are postpaid contracts. Depending on the provider, these may require a German contact or residential address, a suitable SEPA bank account, and a successful credit check. This can make them harder to obtain immediately after moving to Germany. If you do not yet meet these requirements, look for:
- prepaid unlimited plans
- postpaid plans without a credit check, where available
- providers that accept your existing SEPA bank account
- plans that do not require proof of permanent German residence
- providers with English-language sign-up or support
Remember that monthly cancelable does not mean prepaid. A flexible postpaid unlimited plan may still have the same address, payment, and credit requirements as a 24-month contract.
Prepaid SIMs must be identity-verified before activation, and postpaid providers may also require identification. The exact process and accepted documents vary by provider.

Roaming With Unlimited Data
Unlimited data in Germany does not automatically mean unlimited data when you travel abroad.
Within the EU roaming area, you can generally use your German mobile plan without paying normal roaming surcharges. However, providers may apply a separate fair-use data allowance to unlimited and very low-cost plans. That means a plan can be truly unlimited in Germany but include only a fixed number of gigabytes per month while roaming.
How Does EU Fair Use Work With Unlimited Plans?
EU “Roam Like at Home” rules allow you to use your German tariff while traveling temporarily within the EU and EEA without standard roaming charges.
For unlimited plans, however, providers may limit how much mobile data you can use abroad at your domestic price. The minimum fair-use allowance depends partly on your plan’s price and regulated wholesale roaming costs.
In practice, this means that an unlimited tariff may include, for example, a large allowance of 50, 100, or more gigabytes for EU roaming rather than unlimited roaming.
Your provider must tell you what your fair-use allowance is. If a limit applies, you should also be notified before or when you approach it. Once the allowance is used, you can generally continue using data, but an additional regulated roaming charge may apply.
For this reason, compare the actual EU roaming allowance rather than assuming that all unlimited plans provide the same amount of data abroad. Our comparison shows the included EU roaming volume for each plan where available.
Can You Use an Unlimited SIM Permanently Abroad?
EU roaming rules are designed for temporary travel, not for permanently using a mobile plan from one EU country while living in another.
Providers may assess your domestic and roaming usage over a four-month period. If you spend more time abroad than in the country where your SIM was issued and use more of your mobile service abroad, the provider may contact you to clarify your situation. If the pattern continues, additional roaming charges may apply.
This works both ways: For example, if you move from Spain to Germany, you can usually continue using your Spanish SIM temporarily under EU roaming rules. However, it is not intended to remain your permanent mobile plan in Germany. If Germany becomes your main place of residence, getting a German SIM is normally the more sustainable long-term option.
Also remember that an unlimited domestic plan does not necessarily remain unlimited while roaming. A Spanish plan with unlimited data in Spain may include only a limited fair-use allowance when used in Germany. The same applies to a German unlimited plan used in Spain or another EU/EEA country.
Why You Need a German SIM even as EU citizen
For newcomers, your existing EU SIM can be useful during the first weeks or months after arriving in Germany. However, your unlimited internet plan from another EU country will not be unlimited in Germany, and your provider may start charging roaming fees from the first GB in month 4 after arriving.
Is Switzerland Included?
Not automatically. Switzerland is not part of the EU or EEA roaming area, so German providers are not legally required to let you use your domestic tariff there under EU roaming rules.
Some providers voluntarily include Switzerland in certain plans, while others charge separately for data or require a roaming package. This difference can be significant if you live near the Swiss border, commute to Switzerland, or travel there regularly. Check the Switzerland roaming information for the specific plan rather than relying on its general “EU roaming included” statement.
Also, be careful near the border: your phone can sometimes automatically connect to a Swiss mobile network even while you are still physically in Germany. If Switzerland is not included in your plan, you may incur unexpected roaming charges.
Is the UK Included?
The UK is also no longer covered by EU roaming law following Brexit. However, several German mobile providers currently continue to treat the UK similarly to the EU for some or all of their tariffs.
This is a voluntary provider decision rather than a permanent EU requirement, so conditions can change and may differ between tariffs. If you travel to the UK regularly, check whether your specific unlimited plan includes the UK and whether the same EU fair-use data allowance applies there.
